The referee blows the whistle for play to stop signalling a foul has been committed. The player in yellow attempts to play the ball quickly but the player in white uses his leg to block the ball. This can be considered as deliberately preventing a free kick from being taken quickly. The player should be cautioned for delaying the restart of play.
